It outlines a recommended package of enabling and health interventions designed to address the disproportionate burden of HIV, viral hepatitis and sexually transmitted infections experienced by this population, while recognizing the structural barriers, stigma, discrimination, violence and legal obstacles that limit access to quality health services and contribute to poor health outcomes.
