This policy brief updates the recommendations of the WHO consolidated guidelines on HIV, viral hepatitis and STI prevention, diagnosis, treatment and care for key populations as they relate to trans and gender diverse people. It outlines a recommended package of enabling and health interventions designed to address the disproportionate burden of HIV, viral hepatitis and sexually transmitted infections experienced by this population, while recognizing the structural barriers, stigma, discrimination, violence and legal obstacles that limit access to quality health services and contribute to poor health outcomes. The document emphasizes the importance of enabling interventions, including removing punitive laws and practices, reducing stigma and discrimination, promoting community empowerment and addressing violence, alongside comprehensive health interventions for prevention, testing, treatment and care. It also highlights broader health needs, including gender-affirming care, mental health services, sexual and reproductive health, substance use services and cancer prevention.
