This implementation guide provides practical instructions for conducting a discrete desk review of data quality within the World Health Organization’s Data Quality Assurance (DQA) framework. The document supports the assessment of routine health-facility data used for monitoring, evaluation and planning, recognizing the importance of high-quality data for tracking progress towards national health priorities, the Sustainable Development Goals and other global health targets. It outlines the role of the desk review as a systematic approach for identifying weaknesses in health information systems and strengthening confidence in routinely reported data. The guide describes the methodology, planning requirements and analytical processes for evaluating data quality across four domains: completeness and timeliness of reporting, internal consistency of reported data, external consistency through comparison with other data sources, and consistency of population denominators used in coverage calculations.
