The Emergency Response Framework (ERF): Internal WHO Procedures provides internal guidance for the World Health Organization on the assessment, grading and management of public health events and emergencies in support of Member States and affected populations. Adopting an all-hazards approach, the framework outlines WHO’s responsibilities under the International Health Regulations (2005) and within the international humanitarian system, and describes the Organization’s core commitments, guiding principles and operational arrangements for emergency response. It addresses the processes for event detection, verification, rapid risk assessment and public health situation analysis, as well as the criteria and procedures used to determine the scale of WHO’s operational response. The document also details the activation and functioning of WHO’s incident management system, including roles, responsibilities, accountability mechanisms and coordination across country, regional and headquarters levels. It defines emergency performance standards, response procedures and financing mechanisms such as the Contingency Fund for Emergencies, and incorporates lessons learned from recent public health emergencies. The framework aims to strengthen the predictability, timeliness and effectiveness of WHO emergency operations while promoting evidence-based action, partnership, protection of affected populations, and operational readiness across a wide range of emergency contexts.
