This implementation guidance supports the adaptation and implementation of the WHO and UNESCO global standards for health-promoting schools (HPS). Drawing on extensive reviews of international evidence, case studies and stakeholder consultations, it provides practical guidance for establishing, implementing, sustaining and scaling whole-school approaches that integrate health promotion into education systems. The document is intended primarily for national and subnational policy-makers and other stakeholders responsible for planning, financing, implementing, monitoring and evaluating school health initiatives. It explains what actions should be taken, how they should be implemented and which actors should be involved. The guidance presents an implementation cycle, implementation areas and strategies aligned with the global standards, together with approaches for stakeholder engagement, governance and monitoring progress. It emphasizes leadership within the education sector, intersectoral collaboration and the institutionalization of health promotion through policies, resource allocation, school governance, curriculum, supportive physical and social environments, community partnerships and school health services. The publication aims to assist countries in embedding sustainable health-promoting school systems that strengthen health, well-being and educational outcomes for students and school communities.
