This mission report presents the findings of the Joint External Evaluation (JEE) conducted in Ethiopia from 18–22 September 2023 to assess national capacities for implementation of the International Health Regulations (2005). The evaluation reviewed 19 technical areas related to prevention, detection and response to public health risks and emergencies, including antimicrobial resistance, zoonotic diseases, laboratory systems, surveillance, emergency management, infection prevention and control, risk communication, and points of entry. The assessment was undertaken jointly by national experts and an international external evaluation team using the JEE framework to identify strengths, gaps and priority actions for strengthening health security capacities. The report highlights progress made since Ethiopia’s previous JEE in 2016, including strengthened multisectoral coordination, development of legal and policy frameworks, expansion of One Health approaches, and improved public health emergency management structures. At the same time, it identifies challenges related to financing, workforce capacity, laboratory infrastructure, emergency preparedness and implementation of coordinated surveillance and response systems. The document provides technical scores and priority recommendations intended to guide development of a costed national action plan for health security and support sustained implementation of IHR core capacities across sectors.
