Ensuring high-quality health services across the life course is central to achieving universal health coverage, particularly in contexts where maternal, newborn and child health services must increasingly address the growing burden of noncommunicable diseases and mental health conditions. This report presents a mapping and analytical overview of World Health Organization resources aimed at improving quality of care across reproductive, maternal, newborn, child and adolescent health (RMNCAH), noncommunicable diseases and mental health at global, regional and selected country levels. Based on a systematic review of WHO publications from 2000 to 2023 and inputs from Kyrgyzstan, Tajikistan and Viet Nam, the analysis identifies 149 global and regional resources and 56 country-level documents, encompassing guidelines, frameworks, strategies, technical reports and implementation tools. It examines their distribution across regions and time, thematic focus and typologies, and assesses their contribution to integrating NCD and mental health services into RMNCAH. The findings indicate a substantial and evolving body of guidance for RMNCAH, contrasted with more limited and fragmented resources for NCDs and mental health, particularly in relation to implementation and chronic care. The report highlights gaps and outlines strategic recommendations to strengthen guidance, capacity-building and monitoring, supporting policy-makers, programme managers and researchers in advancing integrated, high-quality service delivery.
