This report examines the technical assistance provided through the Global Fund’s Differentiated Service Delivery Strategic Initiative during 2021–2023 to support the implementation and scale-up of WHO recommendations on HIV testing and treatment delivery in 18 countries. It describes how WHO, working with national governments, technical partners and community organizations, supported countries in adapting and applying evidence-based guidance across the HIV continuum of care, including differentiated HIV testing services, differentiated treatment delivery, advanced HIV disease management and virtual interventions. Drawing on experiences from Cameroon, Ghana, Guinea, Nigeria, the Philippines and Zambia, the report highlights approaches used to strengthen policies, build capacity, improve service delivery models and expand access to HIV services for priority populations. The publication analyses key lessons from country implementation and identifies factors that contribute to effective technical assistance, including strong country leadership, evidence-informed planning, collaboration among stakeholders, appropriate provider selection, robust monitoring frameworks and alignment between technical assistance and implementation funding. It also discusses transition and sustainability considerations, emphasizing the importance of integrating differentiated service delivery approaches into national strategies, guidelines and funding mechanisms. The report concludes that sustained, country-centred technical support and partnership-based approaches are essential for accelerating progress towards global HIV targets and improving the quality, accessibility and effectiveness of HIV services.
