This module of the Guidance on mental health policy and strategic action plans outlines the process for developing, implementing, monitoring and evaluating rights-based mental health policies and strategic action plans. Grounded in international human rights frameworks, including the Convention on the Rights of Persons with Disabilities and the WHO Comprehensive mental health action plan 2013–2030, the publication supports countries in reforming mental health systems through person-centred, recovery-oriented and community-based approaches. It emphasizes the importance of addressing stigma, discrimination and the social and structural determinants that influence mental health and well-being, while promoting autonomy, dignity, inclusion and equitable access to services. The document presents nine key, non-linear steps to guide policy reform processes, including high-level policy dialogue, establishment of multistakeholder advisory committees, situational analysis, drafting of policies and strategic plans, implementation, and monitoring and evaluation. It highlights the need for multisectoral collaboration, meaningful participation of people with lived experience, and alignment with human rights obligations. The module also includes practical checklists to support assessment and review of mental health policies and strategic action plans in diverse national contexts.
