This document presents a joint framework developed by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) to coordinate implementation of the FAO Strategic Priorities for Food Safety (2022–2031) and the WHO Global Strategy for Food Safety (2022–2030). Building on the longstanding collaboration between the two organizations, the framework aims to harmonize strategic efforts and support Member States in advancing a shared vision of safe food for all at all times. It outlines the complementary mandates of FAO and WHO and identifies common principles for cooperation, including a sustainable agrifood systems approach, application of One Health, reliance on sound science, and a focus on prevention. The framework defines four strategic areas for coordinated action: the Codex Alimentarius programme, scientific advice on food safety and nutrition, strengthening and continuous improvement of national food control systems, and communication on food safety. It describes mechanisms through which FAO and WHO will support countries by promoting science-based standards, enhancing data generation and risk assessment, improving food control capacities and infrastructure, fostering surveillance and emergency preparedness, and strengthening risk communication and stakeholder engagement. The framework emphasizes international cooperation, capacity development and evidence-based decision-making to address current and emerging food safety challenges while supporting public health, food security and sustainable agrifood systems.
