Independent evaluations of country-level health cooperation are essential to strengthen accountability and inform strategic planning in support of national health priorities. This executive summary presents the main findings of an evaluation of the World Health Organization’s contribution to Namibia’s health sector during the implementation of the Country Cooperation Strategy for 2018–2024, assessing its performance, added value and strategic relevance. The report analyses WHO’s support across four strategic priorities—universal health coverage, health emergencies, healthier populations, and leadership and governance—using a theory-based and utilization-focused approach. It draws on document review, stakeholder interviews and quantitative data to assess relevance, coherence, effectiveness, efficiency and sustainability, alongside cross-cutting issues such as equity, gender and human rights. The evaluation covers contributions from country, regional and headquarters levels. Findings indicate strong alignment with national priorities and effective contributions in health system strengthening and emergency response, particularly during the COVID-19 pandemic, while progress in other areas was constrained by resource and capacity limitations. The evaluation highlights the importance of sustained national investment and improved coordination, and provides forward-looking recommendations to guide future collaboration and the development of the next country cooperation strategy.
