dc.descriptionThis operational guide provides a methodology for conducting national legal environment assessments for the prevention of noncommunicable diseases (NCDs). It supports in-depth analysis of legislation, regulations and other legal frameworks affecting NCD prevention and is intended for national authorities, international partners and other stakeholders seeking to identify strengths, gaps, barriers and feasible opportunities to strengthen enabling legal environments. The methodology emphasizes multisectoral action, national ownership, transparency, stakeholder engagement and a human rights-based approach. The guide outlines a six-stage assessment process covering planning, desk review, key informant interviews, report formulation, validation and action plan development, and dissemination and follow-up. It is designed to be adapted to national priorities and specific NCD risk factors and to support a comprehensive and integrated view of relevant legal frameworks. Supplementary tools address tobacco use, harmful use of alcohol, unhealthy diet and physical inactivity, alongside WHO-recommended policy interventions, guiding questions and resources for legal research and assessment.
