This report summarizes the proceedings, discussions and recommendations of the second World Local Production Forum (WLPF), held in The Hague, Netherlands, from 6 to 8 November 2023. Convened by the World Health Organization, the Forum brought together governments, international organizations, industry leaders, development partners, civil society and other stakeholders to advance sustainable local production and technology transfer as means to improve timely, equitable access to medicines and other health technologies. Against the backdrop of lessons learned from the COVID-19 pandemic, the meeting examined the concentration of global manufacturing capacity and the need to strengthen regional and local production ecosystems to support health security and resilience. The report documents discussions across thematic areas including ecosystem development, regional partnerships, regulatory convergence, financing, technology transfer, workforce development, research and development, supply chains, and quality-assured production of medicines, vaccines, diagnostics and other health products. It highlights challenges faced by low- and middle-income countries, explores approaches to overcoming policy and operational bottlenecks, and emphasizes collaboration among public, private and academic stakeholders. The publication concludes with recommendations aimed at strengthening local production capacity, facilitating voluntary technology transfer, enhancing regional and global coordination, and promoting sustainable access to quality health products as a contribution to health equity and global health security.
