This operational tool provides practical guidance for countries seeking to establish or strengthen coordinated surveillance and information-sharing systems for zoonotic diseases through a One Health approach. Developed as an operational tool of the Tripartite Zoonoses Guide (TZG), it supports national authorities in improving multisectoral collaboration among human health, animal health, environmental health and other relevant sectors. The publication emphasizes the importance of coordinated surveillance and timely information exchange for the early detection of zoonotic disease events, monitoring disease trends, supporting outbreak investigation and response, and enhancing national preparedness and resilience against endemic and emerging health threats. It is intended for countries at all levels of surveillance capacity and is designed to build upon and connect existing systems rather than create new surveillance structures. The document presents a stepwise methodology organized into modules covering preparation, assessment, planning, implementation and follow-up. It includes a structured framework for evaluating national surveillance capacities, prioritizing activities, developing implementation roadmaps and preparing national surveillance and information-sharing development plans. The tool is accompanied by an Excel-based workbook, resource toolbox, templates and guidance materials that assist users in assessing current capacities, identifying gaps, selecting appropriate resources and monitoring progress. By promoting systematic cross-sectoral collaboration and data sharing, the tool supports countries in strengthening surveillance capacities and advancing coordinated management of zoonotic disease risks.
