This web annex describes the process used by the World Health Organization to develop the recommendations on hepatitis C virus self-testing (HCVST) in accordance with the WHO Handbook for guideline development and the procedures of the WHO Guidelines Review Committee. It outlines the governance structure established for guideline development, including the roles of the Guideline Steering Group, Guideline Development Group, External Review Group and independent methodological experts. The document explains how the scope of the guidance was defined and describes the formulation of the key PICO question, the conduct of systematic reviews, and the application of the GRADE approach to assess evidence and formulate recommendations. The annex summarizes the methods used to identify, appraise and synthesize evidence on the effectiveness of HCVST, supplemented by indirect evidence from HIV self-testing where appropriate, together with evidence on values and preferences, feasibility, resource use and cost-effectiveness.
