This module of the Guidance on mental health policy and strategic action plans provides a comprehensive framework for reforming mental health systems through rights-based, person-centred and recovery-oriented approaches. Developed in line with international human rights standards, including the Convention on the Rights of Persons with Disabilities and the WHO Comprehensive mental health action plan 2013–2030, the publication outlines policy directives, strategies and actions to support countries in strengthening mental health governance, community-based services, workforce development, and equitable access to care. It emphasizes the importance of addressing stigma, discrimination, coercive practices, and the social and structural determinants affecting mental health and well-being. The document presents five key policy areas for reform: leadership and governance; service organization and development; human resource and workforce development; assessment, interventions and support; and mental health sector contributions to broader societal issues. It also highlights the participation of people with lived experience, multisectoral collaboration, deinstitutionalization, and legal and policy reforms promoting autonomy, inclusion and human rights. The module is intended as a practical resource for policy-makers, planners, practitioners and stakeholders involved in national mental health policy development and implementation.
