Description

The 146th session of the WHO Executive Board will be held at WHO headquarters in Geneva,Switzerland, on 3–8 February 2020.Any proposal from Member States or Associate Members of WHO to include an item onthe Agenda should reach the Director-General of the World Health Organization not later than12 weeks after the circulation of the Draft Provisional Agenda or 10 weeks before thecommencement of the session of the Executive Board, whichever is earlier. Proposals should,therefore, reach the Director-General by 18 September 2019.The High-Level Preparatory Meeting noted the Draft Provisional Agenda of the 146thsession of the WHO Executive Board and the modalities for proposing any additional Agendaitem to the Executive Board Bureau within the given timeline of 18 September 2019.The Member States delegates, displaying regional solidarity, supported the followingproposals:(i) Strengthening the control of harmful use of alcohol: Delegates highlighted thatthe harmful use of alcohol is not only a public health emergency in the Region butalso a threat to social inequalities and socioeconomic development of the Regiondue to violence, injuries, alcohol-related crimes, harm caused by others’ drinking,and other social harms. They also reiterated the context of strengthening the GlobalAlcohol Policy after the decade of implementing the Global Strategy to reduceharmful use of alcohol. It was, therefore, proposed that a decision be adopted bythe WHO Regional Committee for South-East Asia to endorse and support thesubmission of a proposal from Thailand to include a substantive Agenda item on“Strengthening the control of harmful use of alcohol” in the Provisional Agenda ofthe 146th session of the WHO Executive Board.
(ii) Vision for all: Member States discussed the impact of vision on every stage of life,and its importance being essential for development, communication, education,livelihoods, well-being and independence of individuals, particularly women andolder persons, and the social and economic development of communities. Keepingin view the culmination of Vision 2020 and the need for a renewed commitment toeye health for the decade up to 2030, it was proposed that a decision be adoptedby the WHO Regional Committee for South-East Asia to endorse and support thesubmission of a proposal from Indonesia to include an Agenda item on “Vision forall” in the Provisional Agenda of the 146th session of the Executive Board with theobjective of adopting a resolution on the subject at the Seventy-third World HealthAssembly in 2020.The HLP Meeting made the following recommendations for consideration by the SeventysecondSession of the Regional Committee:Actions by Member States(1) Take note of the Draft Provisional Agenda of the 146th session of the Executive Board,and the timelines indicated by the Chair, for sending any proposed additional Agendaitem(s), to the Officers of the Executive Board by 18 September 2019, accompaniedby an explanatory memorandum.Actions by WHO(1) To note the proposals submitted by Member States for inclusion in the DraftProvisional Agenda of the 146th session of the Executive Board.(2) Convey the decision of the Seventy-second Session of the WHO Regional Committeefor South-East Asia under Provisional Agenda item No. 10.2: “Review of the DraftProvisional Agenda of the 146th session of the WHO Executive Board” to the WHOheadquarters Secretariat.The Draft Provisional Agenda for the 146th session of the WHO Executive Board alongwith the HLP Meeting recommendations are placed before the Seventy-second Session of theWHO Regional Committee for South-East Asia for its review, comment and noting, asappropriate.
