This policy brief summarizes the WHO guidance on the use of routine data for HIV surveillance contained in the Consolidated guidelines on person-centred HIV strategic information: strengthening routine data for impact. It highlights the role of routinely collected individual-level programme data in strengthening the measurement and monitoring of HIV incidence, prevalence and mortality, thereby supporting timely public health action and improving the national HIV response. The brief describes how person-centred digital health information systems can enhance data quality, facilitate longitudinal follow-up across services and locations, and generate more granular strategic information to guide programme planning and evaluation. The publication outlines key WHO recommendations on strengthening individual-level HIV surveillance, collecting standardized minimum datasets, incorporating CD4 testing at HIV diagnosis, improving mortality reporting, and expanding HIV case surveillance systems. It also summarizes methods for estimating HIV incidence and prevalence using routinely collected programme data, including CD4 back-calculation, retesting, recency assays, antenatal HIV testing and mathematical modelling.
