This guidance document presents the World Health Organization’s principles for recovering immunization services, building programme resilience and strengthening immunization systems in the context of the COVID-19 pandemic and beyond. Recognizing the substantial declines in routine immunization coverage and the widening immunity gaps caused by pandemic-related disruptions and the introduction of COVID-19 vaccination, it provides a framework to support countries in restoring essential immunization services while reducing inequities in access. Building on previous WHO guidance and aligned with the principles of Immunization Agenda 2030, the document emphasizes people-centred, country-owned, partnership-based and data-guided approaches to immunization recovery and programme strengthening. The guidance outlines strategic actions to identify and reach individuals who missed vaccinations, implement targeted catch-up activities, restore surveillance for vaccine-preventable diseases, and integrate immunization with other preventive health interventions across the life course. It also highlights opportunities to strengthen governance, financing, supply chains, service delivery, demand generation and health information systems by leveraging investments and innovations introduced during the COVID-19 response. The document is intended to support countries in strengthening routine immunization programmes, improving preparedness for future public health emergencies and enhancing the resilience of primary health care systems. :::
