Hearing loss and ear diseases represent a growing global public health concern, affecting communication, development, education and quality of life across the life course. This training manual provides a structured, competency-based resource developed by the World Health Organization to support the prevention, identification and management of common ear and hearing conditions at the primary care level, based on an evidence-informed and consultative development process. The manual is organized into modular units covering the anatomy and physiology of hearing, assessment of ear and hearing problems, diagnosis and management of conditions affecting the outer and middle ear, and approaches to identifying hearing loss in children and adults. It further addresses prevention strategies, rehabilitation options including hearing technologies and communication methods, and the role of primary-level health workers in community awareness, early intervention and referral. Practical skills such as history taking, otoscopic examination and basic treatment procedures are integrated throughout, supported by training activities and complementary resources, including digital tools and community materials. Intended for primary health care workers, general practitioners and trainers, the manual facilitates capacity-building and strengthens service delivery for ear and hearing care within health systems.
