In order to cope with current and future crises, individual welfare states need transnational collective action, that is, solidarity. The ‘European Health Union’ should organise such collective action in support of shared goals of public health and national healthcare systems. The Belgian presidency will give a strong signal that health should be a top priority for the next European Commission’s agenda. The key policy challenges to be addressed by the future Commission answer three broad and interconnected aspirations: a Europe that cares, prepares and protects.
