The Member States of the European Region of WHO are becoming more and more involved in the practical analysis of their health services as a result of the need to formulate concrete targets, both for the Region as a whole and for individual countries, in line with WHO’s global ideology of health for all by the year 2000. The plan of action approved by the World Health Assembly in 1982 for implementing the global strategy provides a framework within which the more industrialized countries in Europe can now define their own concepts of what they consider necessary to achieve health for all. Using the regional strategy document as a basis, in 1982 the Regional Office consulted a large number of experts with a view to formulating preliminary regional targets. This report was tabled at the Thirty-third session of the Regional Committee for Europe, Madrid, 20–24 September 1983.
