This guidance provides a global framework for the systematic monitoring of public health and social measures (PHSM) policies implemented during health emergencies. Developed in response to lessons learned from recent pandemics, particularly COVID-19 and mpox, it addresses the need for harmonized approaches to collecting, categorizing and analysing PHSM policy data. The document outlines principles, methodologies and operational steps for establishing and maintaining PHSM monitoring systems at national and subnational levels, including guidance on data collection, classification, quality assurance, analysis and dissemination. It also presents standardized taxonomies and indicators to support consistent monitoring of measures such as personal protection, movement restrictions, environmental interventions and travel-related policies. The document emphasizes the role of PHSM monitoring in supporting evidence-informed decision-making, policy coordination, research and compliance with the International Health Regulations (2005).
