This Call to Action provides a strategic framework for governments and innovation ecosystem partners to accelerate the scale-up of health innovations through sustainable, locally owned public sector processes. Developed by WHO in collaboration with international partners, it responds to the need to strengthen health systems and advance progress towards Universal Health Coverage and the health-related Sustainable Development Goals. Recognizing that effective innovations often fail to achieve broad implementation because of systemic barriers, the document emphasizes the public sector’s central role in leading and institutionalizing innovation scale-up while prioritizing equity and the needs of underserved populations. Drawing on established innovation scaling frameworks, the publication sets out practical actions for governments and ecosystem partners across the innovation lifecycle. It outlines recommendations covering demand identification, innovation assessment, piloting, scaling pathways, resource mobilization, implementation planning, monitoring, learning and institutionalization, alongside complementary actions for ecosystem partners to support consultation, decision-making, capacity development and sustainability. The Call to Action is informed by a review of existing evidence and consultations with global, regional and national experts, and aims to foster coordinated, evidence-informed collaboration to achieve lasting improvements in health outcomes.
