Progress towards universal health coverage and health security remains uneven, with many countries relying on mixed health systems in which the private sector plays an increasingly significant role in service delivery, financing and innovation. This meeting report presents the outcomes of an interregional World Health Organization consultation held in Cairo in July 2024, convened in the context of global commitments to universal health coverage and in line with World Health Assembly resolution WHA63.27 on engaging the private sector in health . The report describes the rationale, objectives and key discussions of the meeting, which brought together representatives from multiple WHO regions, governments and partner organizations to exchange experiences, explore governance approaches and strengthen cross-regional collaboration. It examines private sector roles across service delivery, supply chains, health workforce and financing, including in fragile and conflict-affected settings, and highlights challenges such as data gaps, fragmented engagement and limited regulatory capacity. It also presents WHO tools and frameworks, including the Progression Pathway, emphasizing a governance approach that steers both public and private actors towards shared health system goals. Drawing on country experiences and technical sessions, it identifies priority actions to enhance coordination, strengthen institutional capacity and support Member States in aligning private sector contributions with equitable and sustainable health system performance.
