The WHO Country Cooperation Strategy (CCS) 2026–2030 for Bhutan provides the strategic framework for collaboration between WHO and the Royal Government of Bhutan to advance national health priorities and strengthen the health system over the next five years. Aligned with Bhutan’s 13th Five-Year Plan, the Sustainable Development Goals, the United Nations Sustainable Development Cooperation Framework and WHO’s Fourteenth General Programme of Work, the strategy builds on the achievements and lessons learned from the previous CCS cycle and is informed by an independent evaluation and extensive stakeholder consultations. The document reviews Bhutan’s health and development context, highlighting major gains in maternal and child health, immunization, disease control and cervical cancer elimination, while identifying persistent challenges related to noncommunicable diseases, communicable diseases, health workforce shortages, demographic change, health financing, equity and climate-related risks. The strategy defines four priority areas for WHO cooperation: strengthening multisectoral action on noncommunicable diseases and mental health; preventing and controlling communicable diseases; advancing equitable universal health coverage through primary health care, digital health and workforce development; and enhancing emergency preparedness and response. It also outlines implementation, partnership, monitoring and evaluation mechanisms to support resilient, inclusive and sustainable health outcomes for the people of Bhutan.
