In Estonia, postgraduate training is available for medical doctors, dentists and orthodontists, and clinical psychologists. It is organized by one university in 20 hospitals and around 75 family-medicine practices. The Ministry of Social Affairs and the Estonian Health Insurance Fund finance postgraduate training for physicians. A model for financing postgraduate training for clinical psychologists is under development; this type of training has been project-based for the last 15 years. There is a restricted contract between the Ministry of Social Affairs and Tartu University and an agreement on how much funding residents and hospitals should receive for trainers organizing postgraduate training.
