The Handbook for the integration of Performance of Veterinary Services (PVS) results into the Joint External Evaluation (JEE) process provides practical guidance for incorporating findings from the World Organisation for Animal Health (WOAH) Performance of Veterinary Services (PVS) Pathway into the WHO Joint External Evaluation (JEE) process under the International Health Regulations (2005). Its purpose is to support countries in assessing core capacities by systematically considering the contribution of Veterinary Services to health security. The handbook explains the relationship between the JEE third edition and the PVS sixth edition, describing how PVS evaluation reports can inform both national self-assessments and external evaluations. The publication maps JEE technical indicators to relevant PVS Critical Competencies across thematic areas including legal frameworks, financing, IHR coordination, antimicrobial resistance, zoonotic diseases, food safety, biosafety and biosecurity, laboratory systems, surveillance, human resources, emergency response, risk communication and points of entry. By highlighting complementarities between the two frameworks, it promotes a more comprehensive One Health approach to evaluating national capacities and facilitates the effective use of existing veterinary assessment information to strengthen preparedness, detection and response to public health threats.
