This brief from the WHO Snapshot series on alcohol control policies and practice examines the need for gender-responsive approaches to addressing the acceptability, availability and affordability of alcohol. It highlights how gender norms shape patterns of alcohol consumption, exposure to alcohol-related harm and support for alcohol-control measures. The document reviews evidence demonstrating that men and women experience alcohol-related risks differently and describes how the alcohol industry increasingly uses gender-specific marketing strategies to influence consumption. It also considers how gender intersects with factors such as socioeconomic status, ethnicity, indigeneity and sexual orientation, affecting both alcohol use and vulnerability to harm. Drawing on a review of the literature and examples from several countries, the brief assesses the gendered effects of population-level alcohol-control policies targeting marketing, availability and pricing. Case studies illustrate community and policy responses aimed at reducing alcohol-related harm through gender-sensitive and culturally appropriate interventions. The publication identifies significant gaps in research and policy, noting that alcohol-control measures often remain gender blind despite clear evidence of differential impacts. It calls for the integration of gender and equity considerations into alcohol policies, stronger action to counter gendered marketing practices, and further research to support effective, evidence-informed and gender-responsive approaches to reducing alcohol-related harm.
