dc.descriptionThis guidance document presents the measurement framework and core indicators recommended by the WHO Technical Advisory Group for the Measurement of Healthy Ageing (TAG4MHA) to monitor progress and assess the impact of the United Nations Decade of Healthy Ageing (2021–2030). The Decade focuses on four interconnected action areas: addressing ageism, fostering age-friendly communities, delivering person-centred integrated care and primary health services, and expanding access to long-term care. The publication responds to persistent challenges in monitoring and evaluation systems, including limited evaluation capacity, insufficient use of standardized indicators, data gaps and weak integration of evidence into policy-making. The document outlines a unified monitoring and evaluation framework for use at global, regional, national and subnational levels and identifies 35 core indicators selected from a broader set of measurement domains covering inputs, outputs, outcomes and impacts. It also provides guidance on strengthening national monitoring and evaluation systems, including the development of measurement plans, target setting, data collection and reporting. In addition, it highlights priorities for addressing methodological and data gaps and supports countries in generating comparable evidence to guide action and track progress towards healthier ageing and improved well-being for older people.
