| dc.description | The International Health Regulations (2005) (IHR) are a legally binding framework that requires countries to develop core capacities for preparedness, detection and response to public health emergencies. This report describes the development and implementation of a training-of-trainers (ToT) approach designed to strengthen monitoring and evaluation (M&E) of IHR implementation in fragile, conflict-affected countries in the WHO African Region. The initiative, delivered through collaboration between WHO headquarters, the WHO Regional Office for Africa and country offices, combined self-paced online learning with face-to-face training, practical case studies, facilitation exercises and structured follow-up to support national capacity-building. The report outlines the design of the four-stage training model, participant selection, training methodology and post-training support mechanisms. It also summarizes progress achieved by participating countries in cascading the training, including advocacy with national leadership, adaptation of course materials, development of implementation strategies and mobilization of financial resources. The experience demonstrates that combining online learning with in-person ToT and sustained mentoring can strengthen national capacity for IHR monitoring and evaluation and facilitate the wider transfer of knowledge through coordinated, country-led implementation. | |
