This web annex accompanies the 2023 WHO Wheelchair provision guidelines and provides a transparent account of the evidence and decision-making processes underpinning the guideline recommendations. It describes the development of the PICO questions, the identification and prioritization of outcomes, and the methods used to synthesize evidence and formulate recommendations in accordance with the WHO handbook for guideline development. The document outlines the application of the GRADE approach to assess evidence certainty and the WHO-INTEGRATE framework to support evidence-to-decision processes, together with the systematic review methodology, including search strategies, critical appraisal, risk of bias assessment and evidence synthesis. The annex also presents the evidence base supporting each of the seven guideline recommendations, including summaries of Guideline Development Group discussions, rationale for recommendation strength, systematic review findings, GRADE evidence profiles and evidence-to-decision judgements. It is intended to provide methodological transparency and detailed supporting information for the recommendations on wheelchair provision while identifying evidence limitations and highlighting considerations relevant to future research and guideline updates.
