Increasing frequency and complexity of acute public health threats highlight the importance of timely detection, verification and risk assessment to inform effective global responses. This report presents a comprehensive overview and analysis of public health intelligence activities conducted by the World Health Organization in 2023, within the framework of the International Health Regulations (2005), examining processes, outputs and trends across regions. The analysis describes the end-to-end public health intelligence cycle, including signal detection from multiple sources, verification through collaboration with States Parties, risk assessment and dissemination of information products such as rapid risk assessments, Event Information Site bulletins and Disease Outbreak News reports. Drawing on data from internal WHO systems, it examines patterns in acute public health events, their geographic distribution and hazard types, as well as the timeliness of detection, notification and response. Infectious diseases remain the predominant drivers of events, although disasters and other hazards contribute to an increasingly diverse risk landscape. The report highlights improvements in sensitivity and timeliness of detection processes alongside persistent gaps in notification and reporting. Intended for public health authorities, policymakers and partners, it supports efforts to strengthen collaborative surveillance and enhance preparedness, response and resilience to health emergencies.
