This report summarizes the fifth core group meeting of the WHO Thematic Platform for the Health Emergency and Disaster Risk Management Research Network (Health EDRM RN), convened in Kobe, Japan, on 14 November 2023. The meeting brought together WHO representatives and Health EDRM experts to review progress, challenges and priorities in research supporting the management of health risks associated with emergencies and disasters. Discussions were framed by the Health EDRM Framework and related global commitments, with a focus on strengthening the evidence base for policies and programmes that improve disaster risk reduction, preparedness, response and resilience. Participants emphasized the importance of stronger partnerships and collaboration at national, regional and global levels to advance Health EDRM research, particularly in low- and middle-income countries. Key themes included the need for timely and accessible evidence, improved data sharing, enhanced research capacity, cross-regional cooperation, and effective translation of research findings into policy and practice. The meeting identified strategic actions for 2024–2025, including updating research priorities, leveraging the Health EDRM Knowledge Hub, expanding use of WHO research guidance, promoting policy-oriented tools and case studies, and fostering multidisciplinary collaboration among WHO offices, academic institutions, collaborating centres and professional networks.
