dc.descriptionPsychoactive substance use is a major contributor to the global burden of disease and is associated with substance use disorders, mental disorders, communicable and noncommunicable diseases, injuries and premature mortality. Recognizing the importance of a competent health workforce in addressing these challenges, the World Health Organization convened an international meeting in Changsha, China, from 1–3 February 2024 to discuss postgraduate education and training of medical doctors in the prevention and management of disorders due to substance use and addictive behaviours. Participants reviewed current educational practices, examined competency requirements, shared country experiences, and considered the role of WHO in strengthening workforce development in this field. The meeting identified substantial gaps in the availability, consistency and quality of postgraduate training programmes worldwide, alongside growing demands associated with evolving patterns of substance use and addictive behaviours. Discussions highlighted the value of competency-based education, the need to equip both specialized and non-specialized medical doctors with relevant knowledge and skills, and the importance of nationally coordinated approaches aligned with health system needs. Participants recommended strengthening advocacy, fostering collaboration, and supporting the development of sustainable education and training programmes. The meeting endorsed continued WHO leadership in this area and proposed the development of a comprehensive guide to support competency-based postgraduate education and training in substance use and addictive behaviours.
